Users can affect images checked out by others (kind of)

So this may not be worth it. In the project "test", there was a failed image upload that was checked out by Nick. When the item was opened, it displays the "Upload Image" controls. Those controls can be used to upload a document from the user's computer, even while the item itself is still checked out by another user (in this case, Nick). However, no other changes can be made to this item, as there is no toolbar and the image title is locked.

Image documents in this state should only visible to the creator of the document.
