#655 rewrites the query runner to rely on a
pganalyze.explain_analyzehelper function to be defined in the customer database, instead of the collector running the query itself. The presence of the function is enough of an opt-in to this functionality, so this PR removes theenable_query_runnercollector setting to streamline setup for Query Tuning.
