1. Minimal reproduction step (Required)

Create a tidb cluster, and stop the tidb instances, and check the etcd storage. The topology keys written by Domain remain.

2. What did you expect to see? (Required)

The topology keys should be cleaned.

3. What did you see instead (Required)

The instances topology keys remains in the etcd.

4. What is your TiDB version? (Required)
