This is for https://github.com/verse-pbc/issues/issues/16.
This adds the fediverse users from https://github.com/verse-pbc/nostr-sync-scripts to the allowed list of pubkeys. It also adds code to exempt the sync.nos.social server from rate limiting.
I'm going to go ahead and deploy this branch to production to get some more data on the news server before launch.
