Changed statistics and timeouts

• Now the waiting count is shown on the one waiting to process it rather
  than the producer
• Timeouts is now seperate from errors in terms of display on the
  dashboard

Now connects through TCP all the way (could run distributed)

• All sockets are changed from ipc:// to tcp://
• No intermediate ZMQ Streamer, now everyone connects directly
• Rather than manually scheduling run of update functions, everything is threading now
• Controller has a pub/sub connection for publishing and receiving endpoints
• Ramp/intersections adhere to the controller endpoints in terms of sending and grouping
