Fix for issue #62

Addresses issue #62

Summary of changes (note: applies to GPL family licenses only):

• Switches default version number when not provided to the earliest, rather than the most recent, version number for that variant
• Switches default suffix when version number not provided to or-later, rather than only
• Adds confidence explanation when adding a suffix (note: only tangentially related to issue GPL without version should default to 1.0-or-later #62, but useful given that the rules for how this is set when it's missing are now quite complex - could be or-later or only, depending)
