What kind of change does this PR introduce?

Bug fix

What is the current behavior?

In some Matpower cases like the 'case9241pegase', we have a phase shift != 0 and a ratio == 0. We end up in that case with a 0 ratedU1 in IIDM.

What is the new behavior (if this is a feature change)?
We consider now in that case that the 0 in the ratio means no change and so on 1 and create a phase shifter with the given phase shift and a 1 voltage ratio.
