Add VPN comparison table

Basically this is what I envision on probably every service provider page. I like the brief overview the DNS table has at the beginning of the page, and bringing that here with the VPN services and linking each table header to their respective section seems like a good move. Plus with #2438 we can use the same code here to randomize the table order, which I definitely prefer when it comes to these services.

This will be even nicer once we get around to merging #2451 too.
