If a record is part of a class some eclipse/ecj versions add the implicit static modifier to the output and some doesn't. If the record is nested in another record this doesn't happen.

This PR fixes #3559 and fixes #3497
I think there might be an error in the
isStaticmethod as it always returnstruefor toplevel classes. Am I missing anything?
