MAINT: Patch system doesn't handle split packages very well (like python_abi)

The seed environment may only list the "library" form of a package which may produce additional dependencies in downstream packages which won't be recognized when these are patched.

For example, setting Python will force two packages to be included in the built package python and python_abi.
