Update semaphore workflow

While this looks like a simple job, there have been WAY TOO MANY PROBLEMS and this has been torture for me in the past days and made me quite depressed, sleep deprevated and made me question all my life choices (and probably made some seniors question the billed CI time..), but at least it is passing 🫠. There have been quite some learnings along the way in terms of Gem versions and Semaphore workflows so at least theres that. I hope to never have to configure jobs that respect old versions of ruby.
