Adds a feature flag which enables markup file reloading even in Production environment. We always reloaded the files before v4.2, so this at least adds the "feature" back as opt-in. Just for symmetry, it can also be disabled even in Development mode.
I also made a number of fixes to the DotvvmConfiguration freezing, it is in separate commits.
