No Visual C++ Runtime dependency!

This version is compiled against VC2019, as a result, the binary will not be recognized by Windows XP and older systems. However, it is still possible to compile the project against VC2017 to obtain binaries for Windows XP. If you only want to use Menu98 on Windows XP, you can still use the previous release (1.2), the new feature is for Windows 10 only.
