BREAKING CHANGE: the external API previously relied on pandas for data format. Now the expected data format is a polars dataframe. Later changes will unify these and allow either external format (with appropriate conversions happening interal to the library).

This PR moves us from pandas to polars. Polars is notably faster and much easier (for me) to use.
