Working with PHP 8.3 released 23 Nov 2023.
Also with Ubuntu 22.04 and last Nginx server 1.25.3

Fixing test for Ubuntu 22.04, because it's working.

I'll try to fix the tests with 22.04, but can be disabled for now in the new release.
It's passing all the Techempower benchmark tests locally, with Ubuntu 22.04, Nginx 1.25.3 and PHP 8.3 using my branch.

Nginx 1.25.x support http3.
