adds a function to update the minratio in the config file if it has increased to address s0up4200#24
adjust dynamicratio to respond to a toggle
adds the dynamicratio toggle to the config build

This addresses #24 to update the minratio in the config.toml file if the user's new ratio has increased and the user desires to race their ratio up.
