What does this PR do?

Backport of dnf5 support from 3007 to 3006, and adjustments for dnf5 syntax since 2023.
When the original dnf5 support was done in 2023 on 3007 branch, see PR #64675, with Fedora Salt maintainers approval at the time, however there have been changes to dnf5 since 2023 which now need to be implemented, see https://forums.fedoraforum.org/showthread.php?332116-dnf5-has-full-download-support-now

What issues does this PR fix or reference?

Fixes #67769, #67743, #67177, #67057

Previous Behavior

No support for dnf5 on Salt 3006 (LTS branch)

New Behavior

Adds support for dnf5 on Salt 3006 (LTS branch) with improved dnf5 syntax handling
