Add migrate preview workflow

Description

Adds a workflow to deploy your migrations to our staging database. We only have 1 staging database, so doing so will be destructive to anyone else who is currently testing their changes. Be mindful

Motivation and Context

Closes Staging deployment CI to Vercel
