Bump tough-cookie and npm-check-updates

Removes [tough-cookie](https://github.com/salesforce/tough-cookie). It's no longer used after updating ancestor dependency [npm-check-updates](https://github.com/raineorshine/npm-check-updates). These dependencies need to be updated together.
