The current configuration arguments comes from standards used in debian and rhel packaging. It is possible that in your system, the localstatedir is different than the usual places it is kept in.

@shettyg thanks for your reply. My system is

Distributor ID:	Ubuntu
Description:	Ubuntu 16.04.1 LTS
Release:	16.04
Codename:	xenial

I compiled the OVS by downloading the release tar ball. Without the change, I hit some error in starting vswitchd.
