Job completes, no pretranslations are picked up

What gives? It happened on 67845de7466a1867b5a21c1b on QA. They were on the S3 bucket, but didn't get to the database. There are no logs from the event.

I reran the build and it still was unable to retrieve the pre-translations.

I think I figured it out - it's only crashing when there are large pretranslations files being written. There appears to be a latent bug where the stream is not being flushed before the message is being sent to send the pretranslations - this could cause the error in question.
