creating a library

Hi Alexandr, would you be interested in adapting this into a small library with a CMake build and packaging?

I copied in what appears to be the minimum amount of code from the captagent repository.

There are some license issues:

• some code has the GPL-3 license
• the original core_hep.* files have the legacy BSD license

It would be really helpful if you would agree to have all these files under a single license, for example, the BSD-3 clause license.
