course_plot.php: remove "Any Fed" plot option

Many new players have been tricked by the "Any Fed" option in the
"Plot To Nearest" tool, whereas "Any Safe Fed" is usually what they
really wanted.

With the existence of "Any Headquarters", there really is no reason
to keep "Any Fed" around, as it serves no distinct purpose and only
adds confusion.
