template.py - cli for basic jinja templating

- Environment Variables:
  - AZURE_TOKEN - Azure Devops token.
  - NOTIFY_COMMIT_SHA - Git Commit SHA that you want to report to.
  - UTILS_PR_NUMBER - The utils pull request number e.g. '123'
