[P4_Symbolic] Handle large bit-widths properly.Add placeholder comments for loading Python rules Fix interpretation of mark_to_drop: set mcast_grp to 0. Tolerate duplicate consecutive requests. Use standard_metadata.instance_type and standard_metadata.egress_rid to determine whether a packet is replicated for packet-in. Use a single index to preserve metadata for both punted and mirrored clone packets. #968
