Title!

This is an amendment to the hub rules that serves as a formalization of the current precedent surrounding reports for hub violations. Previously, nothing at all regarding reporting or the surrounding standards were present in the hub rules page.

The general jist/saying the quiet parts out loud:

  • We aren't cops
  • Contact a community's owner before reporting
  • We aren't omniscient
  • Let your evidence do the talking
  • Don't hold your breath for updates on reports
  • Whistleblowers are strongly protected
  • Don't file bad-faith reports. Just don't.

This is still pending discussion, potential further revision, and other finalization among PMs, but has already seen some light revising internally. This is a public PR in the interest of transparency, as what's written here is what the current expectations surrounding reports already are
