Style fixes for assign_mtwcs

Partially resolves JP-3860

This PR addresses updating assign_mtwcs with the new style rules.

I also made one tiny change to the ignores list, which allows "D104", # missing docstring in public package to be ignored not only for */tests/__init__.py but also for */tests/data/__init__.py or similar

Tasks

Rather than ignore this use of an internal method, can we replace this with use of wcs.insert_frame and/or wcs.insert_transform?
