This is a stable release of my evacuation routing tool that has the dynamic environment capability as well. You need ArcMap 10.3 with network analysis extension in order to run it. If you only need the installation package (and not the source code), you only need to download the CASPER-v10.3.1-stable.zip file. Then follow the installation instruction inside the zip file.
