Configuring maps from environment variables in Spring is almost impossible. This PR changes the map-based UX into a UX based on "feature toggles". The configuration should probably be further improved to make it clearer which properties are include/exclude. The "blessed topics" are excluding, while this new config for non-empty topics are including.
