Updated the fromString function to use Buffer.from() instead of the deprecated new Buffer() constructor. This change follows Node.js best practices and addresses the ESLint no-buffer-constructor warning.

Thanks for the PR!

Going to merge #5762 instead though since we do not want to change the implementation here, just remove the unneeded lint directives.
