feat! :upgrade postgresql to 13 in cicd plugin testing env

Summary of change

This PR:

• replaces the rishabhpoddar/supertokens_postgresql_plugin_test image with my own.
• with this: upgrades the postgresql version used in the cicd plugin tests from 9.5 to 13.
• includes the dockerfile in the repo from which my image was built.
