I've quickly added an E2E test for turning HPA on/off in #15.
It was so quick that I didn't bother separating the GHA jobs for running existing template tests and the new e2e test.
This PR extracts a new job dedicated to running E2E tests, and modify the existing template-test job to run only template tests(as expected).
