This pull request aims to make running the DVM more configurable and efficient. Users will be able to:
-scand/or-pwdflags. This will make it easy to run the dvm as a system process.endopints.yamlconfig up to telliot. Networks can be set up once and don't need to be removed to change the set of networks that you're monitoring. Additionally, networks can be added to~/telliot/endpoints.yamlfor cross-chain data only where monitoring reports on the source network is not needed.
