Many of the entries in the allow-newer section of cabal.project can be removed:

Hi, I found lots of your packages were failed to building docs in Hackage, for example https://hackage.haskell.org/package/burrito, I think it was due to Hackage still using GHC 9.6 to build packages: https://hackage.haskell.org/package/burrito-2.0.1.11/reports/2

I'm not willing to support older GHC versions to appease Hackage. haskell/hackage-server#1361
