Found SilphCo, Fuchsia with Swarms

Very large change.

New storyline milestones:

• Rocket Hideout
• Mr Fuji
• SilphCo
• Fuchsia found

This was accomplished with:

• Warp rewards
• Tileset rewards
• A reworking of the swarm system. Environments report save states back to the main runner. The runners will aggregate the states and every time N (in this case 5) agents obtain a required item or required event, all agents will swarm to one of those 5 events.
