fix: specify pybind11-global version 2.11.1 #53

Environment

Ubuntu 18.04
ADLINK RQX-58G (L4T R32.6.1)
R32 (release), REVISION: 6.1, GCID: 27863751, BOARD: t186ref, EABI: aarch64, DATE: Mon Jul 26 19:36:31 UTC 2021

Description

When I ran ./setup-dev-env.sh for setup, couldn't complement ros2 command in command line.
I specify pybind11-global version 2.11.1 in here with the help of https://github.com/tier4/autoware_ecu_system_setup/pull/964 and the problem was solved.

Tests performed

Tab complementation was successed.

Not applicable.
