chore: downgrade nx-cloud
변경 내역
nx-cloud runner가 원래는 access token이 없으면 default runner로 동작했었는데
16.5.0 버전부터 access token이 필수가 되어버린 것 같습니다.
CI에는 토큰이 설정 되어 있지만 로컬에서 개발할 때는 토큰 설정 없이 default runner를 써야하기 때문에 16.4.0으로 고정해서 써봅니다.
