This fixes a lot of problems with parsing the Unicode test file collationtest.txt, handling the begin/end of regions of the data more carefully. This results in adding a few more tests (150 added in ICU75) as well as adding some attributes.
A new step is to use these attributes correctly in executors to compute the differences correctly.
