⚠️ Activate walle --delete-user , update api key and reorganize env #1360

This activates the --delete-user functionality and this will automatically mark users as deleted in the database when their jwds contain files with severity level HIGH

For notification and deletion, walle uses the galaxy-eu-maintenance account api token. It is added here:

Use more default variables and also the dict structure changed.

I am very little familiar with it now. I hope everything is working (feel free to merge or wait until you are in the office next week?).

I would stay in the office until it is clear that it is working or roll it back otherwise. Tested the sharp mode manually. It tried to delete the right user, but failed because of the unexpected response and also the notification did not work because of:

Oh otherwise, sn06 takes 1h to run, I need to separate the subdomain stuff in a different jenkins project, so yes let's merge on Monday morning.
