[Feature]: Consistent empty state

What change would you like to see?

The empty state for workflows, archived items, collections, and browser profiles should be consistent and clear as to what the next step should be. This is important for onboarding new users.

Context

Following #2303, emptyMessage added to layouts. Actions could be either a create button and/or link to user guide.
