* Allow disabling accept check in MultiVerb

* Add RespondAs to MultiVerb

This is for responses with a fixed content type, regardless of content
negotiation. This commits also implements `EmptyResponse` and
`ErrorDescription` in terms of `RespondAs`.

* Remove redundant `AsUnion` instances

* Disable content negotiation for asset downloads
