Adds new API for adjusting Endec's by looking at Annotations placed on the given type for a Field or Record Component.

Adjust existing NullableComponent to IsNullable
Adds new IsVarInt annotation to set an Int or Long as the variable instance of a Endec
Includes fixes to Array Endec creation for generic variants
