This is a follow up to #6994, which adds compilation support for everything from the commands library down for both C++ and Java. Basically everything but the examples and gui related stuff which will be addressed in follow up PR's as we ease into bazel support.
As with the last PR, all C++ libraries are only built statically, and as a result no jni code or java tests are compiled.
