Summary
As of this weekend, OpenMLS has support for Last Resort Key Packages.
This marks all of our key packages as last resort. This is a stepping stone to us migrating to a rotating last-resort key package.
I've removed topping up key packages for now, since we won't need quite the same API in the new model.
