add tiering to public API

• add tiering info to TTL in public api (add tiering info to TTL in public api #11390)
• minor fixes of TTL in SDK (minor fixes of TTL in SDK #12152)
• tests of ttl utility functions on SS (tests of ttl utility functions on SS #12092)
