feat: add CI step to package and publish Helm chart

What this PR does / why we need it?

This PR adds a CI step in GitHub Actions to package and publish a Helm chart. It also includes ArtifactHub annotations in the Chart.yaml file to provide additional metadata for ArtifactHub listings.

• The CI workflow relies on a branch gh-pages to be created first and in Settings/Pages the Source Branch should be gh-pages.
• The gh-pages branch should be created before this PR is merged.
• Created ArtifactHub annotations (artifacthub.io/license and artifacthub.io/links) in Chart.yaml.
• To add the chart to ArtifactHub, we need to create an ArtifactHub repository and submit another PR to add an artifacthub-repo.yml file and a README.md to the gh-pages branch. (example: https://github.com/kubernetes-sigs/metrics-server/tree/gh-pages)
