This is most likely blocked by #44.

I believe this is separate from the question of assignments.

Like in the other pull request we discussed, this text:

;; This program is free software; you can redistribute it and/or modify
;; it under the terms of the GNU General Public License as published by
;; the Free Software Foundation; either version 2 of the License, or
;; (at your option) any later version.

Means that you can "redistribute and/or modify it under the terms of the" GPLv2 or "any later version".

PS. Thanks for looking into getting this into GNU ELPA! That would be an excellent addition.
