Simply and reduce release packaging pipeline for linux and android. Removes legacy support. Evergreen support remains incomplete.

It doesn't, alas. This is reverted by #4809.

Also there is some incomplete partial cleanup here
I have been planning for a while to do systematically
once everything is in place and working for Cobalt 26,
not piecemeal and intermixed with functional change.

I'd like to see the commit refined in other ways as well
and I'll be glad to help with that.
