Changes in this release:

• added ZManaged.toResourceZIO extension method
• toResource now preserves interruptibility of Reservation, toResourceZIO also preserves inner interruptible sections
• relax constraints for .toManaged (now requires Effect, not ConcurrentEffect)
• tighten contraints for .toResource, fix possible deadlock (now requires Effect, not Sync)
