This PR updates the masterbar colors so that they match with wp-admin's.

Why are these changes being made?

For consistency.

Testing Instructions

1. Patch also the corresponding Jetpack PR Admin bar: align colors with Calypso's jetpack#39314.
2. Test ALL color schemes and verify that the background, text, hover, icon colors etc match.
